I know they exist on the PayPal page (since this is likely to be the payment method of choice for oversea customers) but I don't know how your staff deals with requests from that channel. Which would be the safest and most convenient to use, if at all possible?
Another question:
In addition to the price of the canner itself, the shipping & handling fee is $95.62. However, the postage slip lists the fee at $66.36. Is this a normal overcharge covering the "handling" part or an error from the website's weight calculator? I know it is impossible to add spare parts to the same order without the shipping fee getting higher than that for separate orders for the canner and the spare parts (which is what I had done: 2 packages)

We have updated our tracking system since your order in September of last year, and we now have tracking for all orders, not just label numbers as before. We were told by USPS International before that label numbers were not trackable, only tracking numbers were. We have resolved this by updating our tracking ability for our customers on all packages and incidences such as your friend's have not happened since.
As for tracking numbers being accessible to the customer, they can see it online only if they've registered for our website before placing the order. Otherwise, they will have to email us for the number as they cannot access the orders themselves through our website when they are not a registered user.
As for the shipping charges, our shopping cart is linked to USPS and UPS and the shipping charges are calculated through them in real time. When I calculated shipping again on our website for the 23-quart canner to France, it again comes up as $95.62. This is for the Express mail delivery which takes 3-5 business days. I also get a similar cost when I calculate directly on the USPS website - I also see on their website that the priority mail option is $68.70 and that takes almost two weeks for delivery. When I calculate the shipping online, the only option I am given (as it was for you at the time of your order I'm sure) is the $95.62. I am not sure why the shopping cart gives only this one option, but I must assume it is due to the high cost of the package, the size, weight and distance.
